Horizon Technologies is a Global Leader in Innovative SIGINT Solutions

We are the world leader in airborne Satellite (SAT) phone monitoring systems for ISR applications, equipping governments worldwide by enhancing their SIGINT capabilities. Horizon Technologies is the OEM for the FlyingFish™ SIGINT system which is flying on more than 30 platforms worldwide. We participate daily in SAR missions via NATO and FRONTEX in the Mediterranean Sea, counter piracy operations off the coast of East Africa, and are heavily involved in international operations in the Levant and in many parts of Africa.

FlyingFish™ is a UK dual-use COTS product and subject to UK export control. Our 3rd Generation version of FlyingFish™ is now in full production and being delivered, with even more advanced capabilities, to our customers. These capabilities include AIS/GPS and the hosting of tactical mission software. In addition, we recently released our transformational Xtender product in 2017—a proven affordable solution turning small Unmanned Aerial Vehicles (UAVs) and LEO satellites into powerful SIGINT platforms.

Horizon Technologies is a UK small business with our headquarters in London and our operations facility in Reading, Berkshire.  Together with subcontractors, we employ over one hundred people in the UK. We are a proud member of ADS, and the London Chamber of Commerce.

John Beckner, CEO

John Beckner has been active in aerospace, both in and out of government, for more than thirty years. A California native, he worked for Rep. Robert K. Dornan (R-CA) and later worked for Rep. John Kasich (R-OH) on the House Armed Services Committee. He subsequently was Director of Aerospace Business Development for Teledyne Industries Inc. in Brussels, Belgium through 1993 when Horizon Technologies was formed.

Horizon Technologies has represented United Technologies, BAE Systems, Northrop Grumman, Lockheed Martin, Telephonics, and L3 Technologies. In 2013, Beckner managed the transition of Horizon Technologies into a tech startup company with its ground-breaking FlyingFish™ SIGINT system now sold worldwide.

Bash Ahmed, Senior Vice President, Horizon Technologies

Mr. Ahmed has over 40 years experience working in the military defense industry with extensive knowledge and experience in military communications and electronic warfare (EW) including submarine communications, tactical EW, naval EW, Airborne Surveillance Sensors and Airborne Satellite Phone Monitoring Systems.

Working globally in territories such as Pakistan, Central Asia, Africa, the Middle East and the Far-East for government customers, Mr. Ahmed has held a number of technical and senior sales and marketing positions. He has also worked in the telecommunications industry with defense companies including Racal, Thales, Harris Communications and L-3 TRL.

In 2013 he partnered with John Beckner to develop, manage and market the groundbreaking FlyingFish™ 1 SIGINT system. In 2015, he managed the design and production team for the FlyingFish™ 2 system. In 2017, he was the key architect managing the latest design and manufacture of the new FlyingFish™ 3 system now being sold worldwide.

Based in the UK, he now runs the Horizon Technologies operations facility in Reading, UK.

Gary Goodrum, Senior Vice President, Horizon Technologies

Mr. Goodrum has held a number of technical and executive level positions at several defense/aerospace companies in a career spanning 35 years. From the mid-‘70s to the mid-‘90s, he worked various technical and senior management positions for a division of Teledyne, Inc., and has held a number of key positions at the Lockheed Martin Aircraft Services and Skunk Works divisions, during the late-‘90s. From 2001 on, he has provided technical and international marketing consulting services for an elite list of top US and foreign defense companies, including Lockheed Martin, L3 Technologies, and Boeing. Mr. Goodrum currently is the Senior Vice President for Advanced Systems Development for Horizon Technologies.

Mr. Blake heads up the Horizon Technologies finance operation in the UK. Based in the West End of London, he has a ten year affiliation with a Chartered Accountancy practice and joined Horizon Technologies in 2015. He specialises in assisting small to medium size businesses with planning, growth and development.
He has an extensive background with international engineering companies, mainly in process machinery for the automotive industry.
Mr. Blake serves as a Director on the board of several companies and is a trustee of a charity that promotes sports to the local community.

Dave Saunders, Vice President, Engineering, Horizon Technologies

Mr. Saunders has over 40 years experience in the electronic communications industry, a highly experienced communications systems engineer (C.Eng) with particular skills in systems engineering, product architectural design, signal processing algorithm development, analysis and mathematical  performance modelling in mobile satellite communications systems including technical lead role in 4 generations of Inmarsat mobile satellite user terminal design.

He joined Horizon Technologies in 2016 is based in the UK and is responsible for systems engineering, technologies and performance for the FlyingFish™ Airborne Satellite Phone Monitoring System Xtender as well as future products in development.

Frederic Urban, Head of Business Development - AMBER™

Frederic Urban has a BA from the University of Wales, Bangor in International Business Studies, and has been involved in de-mining and unexploded ordnance projects in Iraq and Sakhalin, Russia. In 2006 he joined Jane’s Information Group as the key account manager providing open source intelligence data packages and consulting services to the German, Austrian and Scandinavian defence and national security industries.

After the acquisition of Jane’s and Lloyd’s Register FairPlay by IHS, Mr. Urban joined Lloyd’s Register Fairplay to establish, develop and maintain a profitable and effective global sales force serving the national security markets. Using his maritime & commercial experience he was then instrumental in establishing Vesseltracker as a leading AIS vessel monitoring provider being responsible for all commercial activities and developing the terrestrial and satellite AIS network. In 2011 Mr. Urban was appointed to Head of Government Business by Lloyd’s List Group to spearhead a specialized sales team driving accelerated growth to Lloyd’s List Intelligence and Lloyd’s List product and services.

In January 2020 Mr. Urban joined Horizon Technologies as Head of Business Development – AMBER™.

Michael Ogg, Business Development, Horizon Technologies

Business Development

Mr. Ogg has spent more than 40 years in the aerospace industry, holding various technical and executive level positions.  He spent 35 years with Lockheed Martin Aeronautics, and was based in Europe for 30 of those 35 years.  He was the European Regional Manager for Global Sustainment, and also served as the Managing Director of the Belgian-based office of LM Aero.  His area of responsibility covered all phases of three aircraft programs (F-16, C-130 and P-3), for 9 European Countries.  He is now retired from LM Aeronautics.  He has also been a guest lecturer at various European Universities and was the Supervisor of the LM’s European university intern program with American University’s Brussels Campus. Since retirement from LM, Mr. Ogg has worked as a consultant to a number of small privately owned companies.   He graduated Magna Cum Laude from Weber State University, with a BS degree in Management with a specialty in Logistics, and also holds a BS degree in Electronics Engineering from San Diego State University.

Neale J W Moss, Neale Moss

Director, Business Development

Neale Moss is a nationally recognized leader and manager having been selected as the UK’s Chartered Manager of the year (2011) for excellence in leadership. Neale’s 37 year career in the Army Air Corps ended in 2012, and he retired as a Colonel.  Neale’s last military role was Commander UK Attack Helicopter Force when he was responsible for 67 Apache helicopters, an airfield, its infrastructure and 3000 personnel. From 2012-2019, Neale was a Business Development Manager with Boeing Defence UK.  Neale led the marketing effort for the AH-64E program, and most recently, he led the complex integrated training and sustainment proposal to the Minister of Defence for the new fleet of AH-64Es. He has been a Trustee of the Afghan Appeal Fund (AAF) since 2006.
